Why are all my new photos not importing from my iphone to iPhoto?

When I am plugging my iphone 6 into my home mac, all of the new photos are not coming up to upload into iPhoto. Also once I load them it is not asking me if I want to delete the photos from my phone. This has been happening since I upgraded to the newest iTunes software. My phone is full and I can't get certain photos to load and I don't want to sit here and delete everyone that has loaded one at a time. HELP

iPhone 6s, iOS 9.3

Check, if you enabled iCloud Photo Library on your iPhone - Settings > iCloud > Photos, also, if "Optimize Storage" is active.

If iCloud Photo Library is enabled on the iPhone, you can neither see all new photos in the Import panel on your Mac nor delete the photos after import, since they may be in iCloud and not on the iPhone.

If iCloud Photo Library has been enabled with "Optimize Storage", disable "Optimize" and wait for the photos to download back to your iPhone, if there is enough storage. Then disable iCloud Photo Library.

Now import the the photos to your Mac and delete them from the iPhone.
