I'm facing a problem with charging for texting. When I send one SMS, my mobile provider (MTS, Russia) charges me as if I send it about 30 times. Every time I complain about that, they satisfy my demand to make a refund. But it happens again and again. They say the problem is on Apple side.
Do you know anything related to this problem?

There are no settings on the iPhone dealing with SMS. All of that is handled on the carrier side. All you do is tap on send, and that sends the SMS to the carrier. There cannot be a problem on the Apple side, heck it will not even attempt to send the SMS more than once, it will just give you a fail message if it doesn't send. Ask the carrier to reset your SMS account and see what happens.
