Q: Can't Change DNS Settings

I'm trying to get my mini set up as a server and I'm having an issue getting the DNS server set up.

 

I started with a clean install of El Capitan onto a miniserver 5,3 (mid2011)

I imported some users and user information from a previous setup, I did not import any system settings.

I downloaded and installed Server 5.2.

I configured my computer name and allowed server to start DNS

I ran terminal (dig -x and my local IP) to verify it was working.  No go.

I checked System Preferences and it simply has the Comcast DNS servers.  I've tried everything and I can not delete or change the DNS servers via System Preferences or via terminal ( eg, networksetup -setdnsserveres ethernet <IP>).  I looks like it changed but then checking it shows that the DNS has reverted to comcast.  In System Preferences, it lets me get rid of the comcast DNS and add new, but as soon as I hit apply, it simply reverts to comcast.

 

What do I need to do to get it to accept my DNS changes?
