Your granddaughter needs to do the following steps, one at a time
and allowing each step to complete before going onto the next step.
Then check to be sure Activation Lock no longer shows as active/on.

She can use the same AppleID on her new iPhone as was used on her old
iPhone.

Sounds like you're a super guru! Specifically, my granddaughter's two-year-old iPhone died. Apple store said "It's dead." I'm trying to sell it on eBay, but the buyer won't buy unless the iCloud is deactivated. Granddaughter has her Apple ID and password and is willing to try to deactivate. Was told by iCloud that "the activation lock is on." You seem to be saying she can deactivate by using her new iPhone to deactivate the old, dead one. True? And if so, exactly how should she do this?

I sent your link/advice to my granddaughter. Recall that I won't be able to check to be sure Activation Lock no longer shows as active/on because that iPhone is dead. So if she follows steps, we'll have to assume the deactivation worked? Also, she's using her same iCloud account on her new (replacement) iPhone ... any concerns about deactivating the old device and still being able to use the same iCloud account on her current device?

Settings -> iCloud -> Sign Out (Delete Account)
FYI, signing out deletes the account locally, but it does not delete the account, it will still be there if the user signs back in.
