I avoided iOS 9 but I heard there was a "passcode option" that allows a 4-digit passcode but that option appears to be missing from the "change passcode" screen in iOS 10 - where is the option to use a 4-digit passcode in iOS 10?

iOS 11 still allows 4 digit passcodes. However, if you have a company MS Exchange email account on your phone your administrator can add a security profile that requires a 6 digit or an A/N passcode. If you do not have a company email account and profile follow the instructions in the "Solved" post at the top of this thread.
Do this:
Settings > Touch ID & Passcode > Change Passcode > Passcode Options > 4 Digit Numeric Code

What doesn't work? Do you have a company email account on your phone? If so, your IT administrator may have installed a security profile that requires a longer passcode.
So some just give you a place to start typing just use 4 digits and then click next iOS10 I think updated this for most people.

My dept change to X at the same time with same batch of phone.
some work with 4 digit, and some dont!!
Solve it, factory reset the phone. When ask for pin code while set up do not use the 6 digits option. Change the option to 4 digits from there, then you will keep the 4 digit pin.
