I understand from your post that your standard keyboard hesitates upon login to your Mac mini. I know how important it is for you to login smoothly. I recommend testing the issue while your Mac is in Safe Mode and/or in a new user account. The following articles have the steps you will need to test the issue in both Safe Mode and in a new user account:Try safe mode if your Mac doesn‘t finish starting up
Starting up in safe mode
Follow these steps to start up into safe mode.
1. Start or restart your Mac.
2. Immediately after you hear the startup sound, press and hold the Shift key.
3. Release the Shift key when you see the Apple logo appear on the screen.

If the issue is not present while in Safe Mode, but returns after you restart as normal, then you will want to look at your login items and disable them so they do not automatically open when you log in. To disable your log in items follow the instructions from the article below:
OS X El Capitan: Open items automatically when you log in​
Once you have disabled your login items restart your Mac and see if the issue persists.Add or remove automatic items

Choose Apple menu > System Preferences, then click Users & Groups.

Select the user, then click Login Items.

Sep 30, 2016 1:25 PM in response to becky_s22by SharonFrye,I have removed all start up items. The keyboard still hesitates at login only. Once past the login the keyboard works fine.
Safari still opens automatically even though it is off in the start up items.

Is the keyboard an Apple keyboard? If not, does the same thing happen with an Apple keyboard or if not, does the same thing happen when you use the keyboard with another computer? If it is not an Apple keyboard, I would check with the manufacturer and make sure it is compatible with Macs and OS X El Capitan. Also, check the App Store and see if there are any updates available for the keyboard.
