I have to download my photos everyday

So i went into apple the other day and basically said that turning on iCloud for iPhotos so i could get them on a new phone. Now overtime i go out half or 3/4 of my photos don't come up and need to be downloaded. This happens everyday when i go out, then only when i go on the individuals photos at home will they download. I tried to turn off my iCloud and that made me delete a load of apps and then it still said iCloud was on even though i had enough storage to download them and turn it off. So basically i am saying is there anyway to turn off iCloud photos for good?
