When trying to "edit" a photo, it just says, "downloading."

Whenever I attempt to "edit" a photo in any album, whether I took the photo with my iPhone 6 camera, or saved it from another app, it simply pops up with the counter wheel and says, "downloading." It never fully downloads and I have to cancel out. How in the world do I actually edit my photos? And why must they "download??" Especially if I took them with the phone. Please help! Never had this issue before iOS 10.

I understand from your post that when you try to edit a photo you took with your iPhone 6 camera it just says downloading. This could be a result of using the iCloud Photo Library and Optimizing your storage. If the download is taking a longer than usual amount of time, you may want to refresh your internet connection. The easiest way to do this is to turn Airplane mode on. Then 10-15 seconds later turn Airplane mode back off. Then try to edit your photo and see if it downloads any faster for you.

If the issue persists, I recommend refreshing your internet connection using the steps from the following article and then trying to edit the photo again:
