There are two apps on my IPad 3 that save their data even after being deleted a few times. They were linked to game center and I removed them, however they still saved. My iCloud drive is turned off.
Is there anywhere else where they could have saved their data?
If so how can I delete them for good?

Some apps save their data on the iPad itself.
Could you explain that a little more and also let me know how to delete those apps if you can?

For example, I use a solitaire playing card app that does not interact with Game Center. It remembers how many games I've won and how many I've lost. It keeps this record on the iPad.
That guide doesn't help me at all, to explain it again, I have already deleted these apps, but when I redownloaded them later the data on these apps was not deleted.
Esample: delete app X, then redownload it and app X remembers all of its previous data from before.
It sounds like you should delete the app(s), then while the app(s) are deleted, backup the iPhone and then restore the iPhone from that backup.
