Migration assistant doesn't work with PC

I'm having trouble transferring data (using Migration Assistant) from a PC running Windows 10 to a MacMini running El Capitan. The two computers don't "see" each other, and the Mac just keeps "searching" for the PC. I know there's a setting on the PC that you have to make, but don't know what it is. Can anybody help?

Mac mini, OS X El Capitan (10.11.2), 2.3 GHz i7, 16 GB RAM

Thanks. I finally did manage to connect the two computers over our home wi-fi network. However, when I connected them with an ethernet cable and disabled the wi-fi, there was no communication. Anybody know why?
