Unable to get into 'Notes' after update to iOS 10.0.2

2. Force Restart the device as shown here: Restart your iPhone, iPad, or iPod touch - Apple Support

3. Try to open Notes again

Your solution did not help solve the problem of Notes closing.

I restarted my iPhone by holding down the home key and the off button until the Apple logo appeared. This gave me enough time to edit a note. I have had no problem since.
