iOs 10 Phone Issues

Anyone else having extreme lag issues in the phone app? I open it, and it takes forever. I can't even use it to dial a number. Everything works except the actual phone!

It works sometimes, but not all the time. I've erased all content and restored, and it still doesn't work!
