Best Buy does not sell unlocked phones. Only Apple sells unlocked devices in the US. Once you find out who the device is locked to, you can check to see if the offer unlocking services and if you qualify. I would suggest if possible, have the phone returned and return it to Best Buy for a refund, if you are within their return policy dates. Having a phone from the US in another country is not a good idea, as all the bands may not be supported, and the warranty is only valid in the US. You could not have warranty service performed on the phone in UAE.

On the best buy reicpt it's showing as "universal IPhone 7" and I spoke with them and confirm that all iPhones they sold is a universal and it's unlocked.
I already lost $150 for shipping to UAE and now I will lose another $150 if i decide to return them...and I don't think I can return them on time.
The main issue that I bought 6 iPhones not just 1 ....
Any other thoughts ?

That is interesting, since Apple has not started selling a universal unlocked phone yet. Either way, the device is giving you an error that is for locked phones. You can call Apple support and ask them who the devices are locked to, and they can tell you. Until you get that information, you will not know who to contact about getting them unlocked. Many of the US carriers require you to have been a customer before they will unlock devices, so you may have some difficulty there as well. Remember what I said before, only Apple sells an unlocked device, and they don't do that usually until about a month or so after a new release. You probably should have waited until the device was available in UAE, that way you are sure of it working there, and the warranty is valid there. The US phone warranty is only valid in the US.
