Photo albums do not sync to iphone

So I spend time on my Mac moving photos to named albums. Then plug in iPhone to sync those albums to it. These album names do appear in "sync photos", which I check. I do not check "all photos and albums". I do check "Selected albums". Then I check those albums I want moved to iPhone but when iPhone is synced, the albums do not show on it. I am running 10.11.6 on Mac and iOS 10 on iPhone 7+.
