No, haven't said that!
Just mentioned the min. specs for FCPX in reply to your post mentioning 10.9.
For sure you can upgrade a MBp 2012 to 10.10, 10.11 or 10.12…
take into calculation extra $$$ für Ram, 4GB is … weak. No fun with longer/complex projects.

Also…if feasible, spend some time on an equivalent machine to see how comfortable you are with the 13 inch display before completing the purchase.
