I have already paid to become a member of Apple Music. But after I have added the songs to my iCloud library, I clicked download, the phone just cannot download those songs. These songs are shown in the downloading section but the downloading process just will not be finished. This problem occurs after I have uploaded to iOS 10.0.2 on my iPhone 7. Please help.

I've had a couple of strange issues with apple music since ios 10.
They have all seemed to have been resolved for me by disabling icloud music library on my ios devices , turning off apple music in the music settings , then re-enabling it all and starting afresh. Don't worry all playlists and albums etc will be there still when you re-enable icloud library.
It will unfortunately remove your offline music that is already downloaded so you would have to download it again but hopefully it will help fix your problem 🙂
