Before the upgrade to iOS 10, I could have the playlists i created in iTunes show up on my iPhone 6 plus through iCloud. For example, I would have playlist "x" on iTunes, and playlist "X" and its content would be in Apple Music without having to actually sync the actual content. The music for the playlist would then be able to be streamed as needed to my phone. Now, every time I open that playlist and several others on my phone, I find the same songs for each playlist and the same number of songs. I have iTunes match as well.
