Phone has been "upgrading" iCloud Drive for over a day now
In settings, iCloud Drive has been churning "upgrading" for over a day now. Rebooting the phone doesn't help. iPhone 6s, iOS 10.0.2.

What kind of "rebooting" you did? Was it this -- Restart your iPhone, iPad, or iPod touch - Apple Support? If you did that and it didn't work, try toggling iCloud Drive on/off (Settings > iCloud > iCloud Drive). If that doesn't work, try signing out of your iCloud account and sign back in.
Yes, I turned the phone completely off, then on again. I've done it a few times.
When i go to Settings > iCloud > iCloud Drive, that's where it says "upgrading." It won't let me press iCloud Drive to go to the next screen, so I can;t turn it off.
When I press Sign Out, it only gives me the choice of deleting my account or canceling. I don't want to delete my account.
When you sign out of iCloud on your device, you won't delete the iCloud account. It only means the information stored on the iPhone will be deleted.
I had to do it twice as it went back to upgrading after the first time I re-signed in and tried to turn it back on, but it seems to be back to normal now.
