Iphone 4S iCloud blocked after repair. Password is not accepted. How can I unblock iCloud ?

My wife's iPhone 4S was repaired in a shop and we cannot configure it, since the password is not accepted.

I went on appleid.apple.com to initiate the password, but I failed.

What are the solutions? Can we get rid of ICloud easily ?

Should I go to an Apple store ?
