Q: Problem with kids using parent Apple ID

My daughter has been using our Apple ID to purchase content from the iTunes store even though we have changed the password on it.  It appears that because she has touch ID enabled on her phone she can overcome that.  What is the best way to block this?  (Can't just take away the phone because we dropped our land line a long time ago.)

 

Is it to disassociate her phone and iPad?  If I do that, will we be able to download security updates, etc.?

 

Turning on family sharing would require that I authorize any purchases, but if she can already purchase things using touch ID, does that then block her from buying anything unauthorized?

 

Is there some other way I'm not aware of?

iPhone 6s, iOS 9.3.4
