Welcome to the Apple Support Communities! I see you've been having some issues with your Mail app crashing since installing iOS 10 on your iPad. Removing and re-adding the mail accounts was a very good troubleshooting step to take. I would be happy to help with another suggestion.
With iOS 10, it's now possible to remove the apps built into iOS, and then redownload them. That may help resolve your Mail app crashing. See the following link for instructions on how to do this:

Oct 2, 2016 1:26 PM in response to Lfriedmancraftyby Lfriedmancrafty,Thanks for the suggestion. I did try that first off. I have also tried freeing up space by clearing my cache, deleting extra apps, etc. on my iPad as well. I will try it again.
