When I look at the way this iOS operates, there is little doubt in my mind that it is optimized for an iPhone and not for an iPad. The graphics don't all work properly (ie, they are just blown up versions of the original apps that worked and looked just fine on the latest iOS 9). Also, some of the graphics don't translate well from portrait to landscape and notifications and the control panel are just ugly compared to the approach taken for iOS 9. I assume that these issues will be addressed soon, but it looks to me that the iPad version of iOS10.0.2 has not been specifically optimized for the iPad just yet.
