I understand that after updating to iOS 10, you are unable to open Notes without the app crashing immediately. I know it's important to have all of your apps working properly, so I'm happy to help.
Before you begin troubleshooting, I recommend that you first create a backup of your data. Take a look at this page for more information on this process:

First, log into iCloud.com on a computer and ensure that your notes are still present there.
If they are, then let's proceed with toggling your Notes off and on again. To do this, open Settings > iCloud on your iPhone. In here, turn off Notes, and when asked you can delete them from your iPhone since they are in iCloud. Once off, go ahead and enable it again and then test your Notes app.
