I creat an apple id but in review make me tired.
Because when i chose None and type any address and press ok give me an error and must be enter card pay information but i don't have any pay informatin.
How must be do it that accept my review?
iPhone 5s, iOS 10.0.1

I Select free app but when enter my informatin in None option then select ok i recive this error
Have you done, have you gone to the URL in that message and contacted iTunes Support ? If not you will need to do so (these are user-to-user forums) :

There isn't an iTunes Store in Iran, and you can't use another country's store (you have to be in a country to use its store) - until if/when Apple open an iTunes Store in Iran, or you move to a country that already has an iTunes Store, you can't download iTunes content
That is right but when i want to review my apple id, use an USA IP address and have USA address but it isn't accept
Using a country's store when not in that country isn't allowed
I do it in past but i don't know why this ia don't accept this information
Perhaps Apple have fixed something

Apple does not do business in Iran. There is no app store or iTunes store servicing Iran. It is not legal for you to attempt to download content from the store of another country.
