Photos not showing up in shared photo album

I have created an album and invited several people to it. For one person, the album shows up under Shared in Photos, but the pictures don't show up. We've tried rebooting the phone and turning off and on the iCloud Photo Sharing option but nothing has worked. Anyone know how to fix this?
