Based on your post, I'm understanding that you are having intermittent trouble watching videos using various platforms (ones you take on the phone itself, YouTube, Twitter, etc). I watch a lot of videos on my own iPhone, so I'd be happy to help!
It looks like you've already done some great troubleshooting steps to get started. Since force closing your apps, changing networks, and restarting hasn't helped, I would recommend backing up your iPhone, then reinstalling your iOS software next.
