The Apple recommended answer is incomplete. To change the location on the lock screen widget (not just add a city to Weather app) go to Settings-->Privacy-->Location Services-->Weather and select "Always". Check your Weather app to see if your current location symbol (upward-right arrow icon) appears in the top-most city. If so, check your Weather widget on your lock screen. It should be your current location city. If you want, go back to Location Services-->Weather and select "Never" to save battery life - the Widget will not revert back to the prior city.

Go to privacy settings and disable location services for the weather app.

Go to your weather application and remove all locations except the one you want to appear on the weather widget.

Restart your phone.

The widget should get updated.

Then go back and add the other locations you wish to appear in your weather app.

Ideally the widget should pick up location related information if location services for the weather app are enabled and should perhaps fallback to selecting the first location from the list in the weather app. Not sure what the intended functionality is, but the widget doesn't automatically update when you enable location services for the weather app. At least it didn't for me.

Hope that works for you! 🙂

I have tried this multiple times, but it does not work. I never had a problem with my 6 on iOS 10.3.3. But now on my 8+ (iOS 11), the location in my widget is stuck on the first location in my weather app (not my current location). Location services are on. There is no way to rearrange the cities in the weather app anymore to make my home city closer to the top (it is at the bottom since I didn’t think I would need it since location is on). It works just fine on my Apple Watch.
