How can I increase/modify the show time of scrollbar

We know that under System Preferences -> General -> Show Scroll Bars can be set to automatic show scroll bar when scrolling or show permanently .... however I want to increase the show time of the scroll bars. How can I do? I know there is no option in the UX however want that accomplished with command line settings ....
