I was disappointed to find out that not all albums and songs available in the itunes store were also available in apple music. Now I've noticed a lot of albums are actually missing songs. Apple music has been a huge let down.

There are a lot of albums / artists that are not in Apple Music usually because of licencing agreement with artist or record label. There are, as you have found out, many instances where some tracks are available and others not.
I have come across examples where specific tracks were not available on other sites (Spotify) as well.

What's the reason for this?
If an entire album isn't available, why even bother posting less than 50% of it.
