iCloud photos in Photos and Camera app

Since moving to iOS X and Sierra when photos are uploaded from Photos to the cloud they appear on my phone in Photos as well as my camera app. If I delete them from my camera app they disappear from the Photos app as well. I never planned on Camera as being a storage place for all my photos. One is enough. Any help fixing this would be appreciated
