Facetime is banned on iPhones sold in Jordan, Qatar, Saudi Arabia, and the United Arab Emirates, and cannot be installed on these phones even if they are moved to a country which does not ban it. If you bought a phone in one of these countries I'm afraid there is nothing you can do.

On the device, open Settings, General, and then About. If the model number has AB, AE, or possibly AH just before the slash, FaceTime will only be there if the installed SIM card enables it; only ones for a small number of carriers do, and none of those are outside the Middle East. Otherwise, check the device’s restrictions.

Since FaceTime isn't disabled for iPhones originating outside the Middle East, SIM cards from other regions won't enable it on Middle Eastern iPhones.

FaceTime is integrated into iOS and is not a separate app install. If you purchased a brand new iPhone 7 from an authorized reseller and out of the box it does not have it available in settings, then that is because it must have been disabled in iOS at the factory due to that iPhone intended for shipment and sale in a country that dis-allows FaceTime.
