Q: Mail encryption buttons missing in Sierra, unless Mail is restarted

This question regards a MBP early 2015 running Sierra.  Apparently since the upgrade, Mail has become very flaky with encrypting emails.  The buttons won't show up--UNLESS I start a draft email, then restart Mail.  Upon restart, the buttons are back.  BUT, change the email sender or recipient, and the buttons disappear again.  This problem applies to all recipients I have certificates for.  Create a new email, same problem until the app restarts.  Sender and recipient keys appear intact.  I have an iMac that is setup nearly identically, and is not having this problem.

 

I have tried erasing preference files mail.com.apple.  I have tried restarting computer, and reinstalling my certificate. 

 

Seems to me like some minor file somewhere got corrupted, but I don't know what other files I can try to eliminate to try to fix the problem.  Any other suggestions?  Thanks!
