Need help with iCloud restore

I backed up old iPad to the Cloud. During setup of new iPad I choose activate new device instead of Cloud restore in Apps and Data screen. In trying to download Cloud backup to new iPad it wants to 'erase' current content. I can't locate the Apps and Data screen so as to select the Cloud restore. What do I need to do in order to restore/download data from the Cloud to new iPad?
