Oct 2, 2016 5:38 PM in response to SueLBby LarryHN,1 - I am not aware that PowerPhotos has a rebuild capability - where did you find that?
2 - you can not reinstall Photos without reinstalling the OS - unless you have a good reason not to I suggest upgrading to OS X Sierra 10.12 and Photos 2.0 - that probably will resolve this and added bug fixes and fatures

Basically I still can't get a response to my double Click arrow in Photo, and the same in Mail. I can't figure out how to upgrade to Sierra. I see the pretty pictrue in the store, but there is no response when I try to click.

Oct 4, 2016 5:10 PM in response to SueLBby LarryHN,To upgrade to Sierra backup and then open the App store and click on features - OS X Sierra is in the upper left hand corner - click on download and give it time to download and it will change to install - click on install after it changes
