Maps, photos, gps, connectivity AWFUL since IOS 10 update. Can I undo update? I have iphone 6 and ipad 4 mini

Downgrading the iOS version isn't supported by Apple.
For photos, do you mean photos synced from a computer are showing in multiple albums ? If you do then try reconnecting the device to your computer's iTunes, deselect an album on the Photos tab and sync, and then reselect the album and resync.
For Maps, GPS (I assume that the iPad is a cellular model), connectivity what have you tried to see if it helps ?
Since updating ios 10, photos are duplicated & triplicated (and out of order), maps give wrong directions and connectivity is slow.
