For assistance with verifying your cards for Apple Pay, contact your card issuer.
I suggest that you call and ask to speak with their Apple Pay team, who may instead be able to complete the process with you over the phone.

- To close the app, double-click the Home button on your iPhone, then swipe up on the Watch app preview.
- Turn both devices off together, then restart your iPhone first;
If the issue persists, I suggest that you contact your card issuer for assistance.
The card issuer approves every instance of a card being added to a device, including deciding whether or not verification is required.
It can be normal for an issuer to require this even when the same card has already been added to another device. (The process is not about checking the card details; it instead focuses on confirming to the issuer that the request to add your card to another device did come from you).

I have tried it on two different cards but it does the same for both. After reading a few other similar questions I am guessing it's a bug but is it iOS or watch OS with the bug?

1. Sign out and sign in iCloud. Some folks found the issue can be resolved by this method.
The above method did not work for me, so I did the following:
1. Delete all credit/debit cards currently in the Wallet in the iPhone. Mine is iPhone 6.
2. Reset your Apple Watch 2 to factory setting. (It is much easier than resetting an iPhone lol)
3. Repair your Apple Watch 2 with your iPhone again. Choose "Reset" instead of "Restore from backup".
4. Now open your "Watch" app on the iPhone, and start adding new credit/debet card to it. It should pop up a dialog asking if you want to add this to your watch. Viola!
