What do you mean by "format"? What, exactly is the issue you are having? If you need to sign in with your password, then you are going to need to follow the instructions in the link that FoxFifth provided.

You cannot remove the previous owner's iCloud account without the password to that account. You need to ask your friend to either provide you with the password, or follow the instructions in this link for "Device isn't erased" and the instructions under From iCloud.com: Turn off Find My iPhone Activation Lock - Apple Support
If they cannot do this, then you want to get your money back. You will never be able to use it. Only the person who put the Activation Lock on the device, or someone who knows that persons iCloud password can remove the lock.

You cannot unlock it. It is a useless device to you. It is owned by someone else. Your friend has no legal right to sell you someone else's device. Get....your.....money.....back. You will never be able to use it. It belongs to someone else.

No, there is not.
The OP has a device that is locked by an unknown Apple ID, sold to them by someone who also doesn't know the Apple ID. There is nothing they can do....
