You need to ask your friend to either provide you with the password, or follow the instructions in this link for "Device isn't erased" and the instructions under From iCloud.com: Turn off Find My iPhone Activation Lock - Apple Support
If they cannot do this, then you want to get your money back. You will never be able to use it. Only the person who put the Activation Lock on the device, or someone who knows that persons iCloud password can remove the lock.

Your friend has no legal right to sell you someone else's device. Get....your.....money.....back. You will never be able to use it. It belongs to someone else.
