Let's disable and then reactivate Apple Music on your phone.

  1. Open Settings > Music.
  2. Toggle off iCloud Music Library.
  3. Click Turn Off on the confirmation window.
  4. Toggle iCloud Music Library back on, and select Keep Music on the prompt.
  5. Wait 5 minutes to allow your phone to sync with Apple Music.
  6. Try playing a previously unavailable song.

Do you currently have Apple Music, or are you just having trouble syncing your purchased items from iTunes?

If you have Apple Music, it sounds like you aren't logged in on the new device. Logging in should restore them.

If the music is on iTunes on your Mac or PC, can you connect your iPhone and do a sync to add the missing music? Sync your iPhone, iPad, or iPod touch with iTunes on your computer using USB - Apple Support
