Q: Family Sharing unauthorised purchases

Anyone with any answers, please assist.
Family sharing set up for one child.
1) Problem...initially set up and was working well, received requests for purchases for a period of time, then without any warning, requests stopped coming through...I assumed (not seeing any requests), that there weren't any purchases made.  WRONG!  My daughter's iPod was still showing that she was sending a request but nothing was coming through to my device.

 

So, I turned my device off and managed (somehow) to get it re-established. However it proved that it isn't a fail proof system and that the whole purpose of being able to manage purchases, doesn't manage anything.

 

2)  Now it seems that even though the request system sends me a request authorising the purchase of an app, what it DOESN'T do is advise me that an IN APP purchase has been requested.  So now it seems I'm getting invoices for IN APP purchases that I'm not authorising.

 

Surely this is credit card fraud?

I'm not finding this family sharing system of any help and am extremely frustrated.
