No Message effects with iOS 10 iPhone 6

No Message effects with iOS 10 iPhone 6 plus and I've done the reduce motion and restored my phone!!! Please help!

Was reduce motion turned on or off?

The effects will only work if reduce motion is "off" and when sending via iMessage. Effects will not work if sending via SMS.
