I am getting a notice on my phone that my apple id is being used to sign in to a stolen device I had

Hi, I had a iPhone 6+ stolen. I have never erased or killed that phone. Now I am getting a message my apple id is being used to sign into a device in another state. How can I send a message to that phone?

the message is coming to my new phone. when I try find my iPhone the stolen phone is offline. the stolen phone was password and would lock automatically. If I erase that phone. does it then become usable to whomever has it now? help!
