Why is it taking so long to connect to Apple/Itunes since updating to ios10

Since updating to ios10 I am having problems with connecting to Apple/iTunes when I want to either buy something, redeem gift card or check my account balance. In fact I tried to buy gems and coins on two games I play and it would not connect at all until the next day when it started to make requests for me to sign in and confirm purchases. This is getting very frustrating. I have rebooted the iPad several times now and I'm very close to doing a complete restore to see if that fixes the problem.
