Last time I had an app in the store, Apple paid on its own schedule, which was monthly if you had enough money. Apple does the taxes at the retail side, so you don't have to worry about that. They get added to the bill for the user and Apple sends you your "full" 70%. At least, that is how it works in Canada. Funky territories like EU with VAT might be different.

No. The 30% is Apple's cut. Apple adds the tax on at the time of sale and the customer pays it. You never see the tax. In Canada, at least.
