I'd recommend trying VirtualBox first before the other bloated offerings from Parallels and VMWare. VirtualBox is free, simple, does a great job, doesn't break with each new OS, and you don't need to spend time turning off undesirable integration features.
As far as Win versions go, Windows 8 and 8.1 really stink, and unfortunately Windows 7 will begin getting less and less support going forward. Therefore, Windows 10 is really your only choice going forward if you must use Windows.
