Configurator 2: enterprise blueprint not applying to new iPhone. "Failed to activate. The activation record is not valid."

Hello, the following error is continuing to pop up when attempting to apply an enterprise management blueprint to new devices. This iPhone 6S shipped with iOS 10, but it is not the first device with iOS 10 we have put into supervision. The following error being received:

Searching online came up with no information regarding this error, and the blueprint works fine on WiFi-only iPads, so my assumption is that this doesn't have to do with cellular activation. We have also received the following errors over the last 6 weeks when periodically applying blueprints to new phones, but they eventually subsided and were wrote off as issues on Apple's end:

Any assistance would be appreciated, as online support for the Configurator software is sparse to say the least.
