To make sure we are on the same page, a ringtone that you have assigned is not playing back properly. Let's go over some general troubleshooting to get this sorted out.
Let's start with restarting your iPhone. Press and hold the Sleep/Wake button until the red slider appears and the slide to power it off. Press the Sleep/Wake button to power it back on and then test to see if the ringtone behaves the same way. More information about this is in the first link below.

Another troubleshooting option would be to test this out with other ringtones. Go to Settings > Sounds & Haptics > Ringtone and select a different tone and test the incoming call to see if the issue happens again. Additional details are in the second link below.
