Q: Server 5.2 (10.11.6) - Postgres won't start

Console is flooded with the following:

10/4/16 2:57:45.657 PM com.apple.xpc.launchd[1]: (com.apple.DeviceManagement.postgres) Service only ran for 0 seconds. Pushing respawn out by 10 seconds.

10/4/16 2:57:55.904 PM com.apple.xpc.launchd[1]: (com.apple.DeviceManagement.postgres[43841]) Service exited with abnormal code: 1

Yes, "requested" is spelled wrong in the errorDescription, I did not retype that. I started down this path when my OpenDirectory users were no longer able to log into the "changepassword" portion of the server's website. It seems that the Profile Manager service is very broken.

Sadly, I just did a 100% clean install of El Capitan last Thursday so it's not even a week old. I have also attempted to reset the Profile Manager service via:

sudo /Applications/Server.app/Contents/ServerRoot/usr/share/devicemgr/backend/wipeDB .sh

But that also fails with the migration log endlessly waiting for postgres to start.
