I just got a 12.9 iPad Pro. Am I supposed to update Safari (how?)?

HOW DO I UPDATE THE BROWSER?

Individual apps are updated during regular updates, not individually.

You can update via Wi-Fi or using iTunes on a computer > Update the iOS software on your iPhone, iPad, or iPod touch - Apple Support

The browser is updated with an iOS update. If the iOS version is up to date (10.0.2), then safari is up to date.
