Q: Can't find photos in iCloud
How do I automatically store photos in expanded iCloud
Photos I'd like to archive there, then share?
How, then, do I see them?
Photostream on
iCloud signed in
Windows machine see them easily

OK, so iCloud Drive is not related to iCloud Photo Library. iCloud Drive is also a sharing service, but you would put documents and folders into iCloud Drive by dragging them there on your PC. iCloud Photo Library is houses photos that have been uploaded to it from your PC. Photos that you have uploaded from your PC can be seen in iCloud.com, but to see them in the Photos app on your device, you have to have iCloud Photo Library turned on on the device, and it has to have enough space to download the entire library (in either a full resolution or Optimized mode).
You have indicated that you do not have enough room on your device to download the entire photo library, so you won't be able to use it that way.
You can move photos into folders on your PC, then drag those folders to iCloud Drive.
