how can i view a dvd that is formated for IFo or VOB videos on my mac book pro, am very new to macbook.

Look for third party software that will play those formats. You might try VLC which seems to play almost anything.

VOB are just 'video object' files that should just play on a Mac in DVD player. ifo are 'info' files if I recall correctly, they contain info about how the VOB files should be used.
What do you actually have? Is it a physical disc, a disk image or a folder of files?
DVD Player is the application that OS X has built in to play DVD's (use Spotlight to find it or look in the Applications folder). That can open a 'VideoTS' folder or a DVD disc. VideoTS is the standard folder naming for DVD format discs. Use the file menu to open the appropriate option in DVD Player.
Another option is an app like VLC…
If you have no DVD drive you will need to acquire one to play discs, Apple make the USB superdrive for that http://www.apple.com/shop/product/MD564LL/A/apple-usb-superdriveor you may be able to find a Mac compatible one elsewhere for less.
NOTE: if you have copied a commercial disc it may not work - copy protection will prevent copies & you cannot discuss that topic here, please clarify if you need more info.
